MANILA, Philippines – Atty. Nikki de Vega, the spokesperson of Dermalog, responded to LTO’s accusation regarding the slow system in registering and renewing licenses in the LTO during the press conference held this Wednesday in Quezon City.

According to her, dermalog launched an immediate investigation in collaboration with the Department of Information and Communications Technology (DICT) to figure out the cause of the LTO systems’ slowdown in all of its operation centers.

Hence, she said that they have discovered computers that emit high volume disruption causing the LTO license registration and renewal system to slow down and it was not their system that had the traffic congestion of LTO information but a computer inside the said office.

“Thus, we found out that the slowdown is caused by a computer owned by the LTO inside the premises of the LTO regional office,” said Atty. de Vega

Moreover, she stated that these are already in the custody of the LTO, and findings have already been transmitted to the LTO.

“Even LTO said the computers caused malware,” she added.

She continued by enunciating that the LTO system has not malfunctioned in recent years and has provided brisk service.

According to the Dermalog spokesperson, it’s probable that some agency staff sabotaged their efforts to encounter a problem and terminate their contract.

Atty. de Vega, however, expects that the purported unusual high-level traffic brought into the LTO network was not done so deliberately.

Moreover, de Vega added that the investigation is still underway and that if any suspects are found, legal action will be taken against them.

“Pag natukoy po natin na may talagang may nagsasabotahe sa sistema para mapasama ang reputasyon ng Dermalog ay we will take all the legal actions against those perpetrators,” said de Vega.

Speaking on behalf of the company, de Vega urged LTO Chief Guadiz to collaborate with the dermalog to solve the problem.

“…so LTO Chief Guadiz, let us serve the people. Let us give them the public service that they rightfully deserve,”  added Atty. de Vega.

Meanwhile, Dermalog has offered recommendations to address the issue of slow transactions in LTO. These include urging LTO to secure their network to prevent this sort of attack, fully activate the LTMS, direct STRADCOM to provide the entire database in LTO, and, finally, respect the contract, term of reference by which the LTMS will be activated, and used in all transactions.

“There is a need for Congress to protect and ensure the integrity of the lotto draws that contribute in a big way to government coffers and help finance public health programs, as well as medical assistance and services to indigents, among other charities,” saad ng 4Ps Partylist Representative sa paghahain ng House Resolution No. 463.
